Parent checking student report card grades via USSD phone call on a basic phone

In Uganda, only about 10% of the population has reliable access to broadband internet. In rural areas, that number drops even further. Yet parents everywhere — from Kampala to Kaabong, from Jinja to Zombo — share the same desire: to know how their children are performing in school. For decades, the only way to get a report card was to physically visit the school or wait for a printed copy sent home with the child at the end of term. Both methods are slow, unreliable, and exclude millions of parents from timely engagement with their child's education.

DesisPay's USSD Report Cards change everything. By dialling *185*2# on any mobile phone — even the most basic feature phone — parents can instantly access their child's latest grades, teacher comments, and class position. No internet. No smartphone. No app download. Just a simple phone call.

What Are USSD Report Cards?

USSD stands for Unstructured Supplementary Service Data — the same technology behind mobile money services like MTN MoMo and Airtel Money. It works on every GSM phone ever manufactured, requires no data connection, and responds in real time through simple text-based menus.

DesisPay's USSD Report Cards use this technology to deliver academic results directly to a parent's phone screen. When a school publishes report cards through the DesisPay ERP, those results become instantly accessible via the *185*2# shortcode.

Why USSD Instead of an App?

The decision to build on USSD was deliberate and deeply informed by the realities of Ugandan education:

  • Universal device compatibility: USSD works on every phone — from a UGX 30,000 Nokia feature phone to the latest smartphone. No parent is excluded.
  • No internet required: USSD operates over the cellular voice network, not data. It works in any location with basic network coverage.
  • Familiar interaction model: Ugandan parents already use USSD daily for mobile money. The menu-driven interface is intuitive and requires no training.
  • Instant delivery: Unlike SMS-based systems that can be delayed during network congestion, USSD sessions are real-time and interactive.
  • Cost-effective: A USSD session costs nothing for the parent — DesisPay absorbs the network costs entirely.

"My mother in Lira has never used the internet in her life. But she checks her grandchildren's report cards every term by dialling 1852# on her old phone. That is inclusion." — Parent, Kampala

How It Works: The Complete Parent Experience

Let us walk through exactly what a parent experiences when checking grades via USSD.

Step 1: Dial *185*2#

The parent dials the shortcode from their registered phone number. The system recognises the number and greets the parent by name.

Step 2: Select Your Child

If the parent has multiple children registered on DesisPay (even across different schools), a numbered list appears:

Welcome, Mrs. Auma!
Select a child:
1. Okot Brian - Gulu High School
2. Apio Sarah - St. Joseph's Primary
3. Odong Peter - Gulu High School

Step 3: Choose the Report Type

After selecting a child, the parent sees options:

Okot Brian - Gulu High School
1. Latest Report Card
2. Previous Reports
3. Fee Balance
4. S-Wallet Balance

Step 4: View the Report Card

Selecting "Latest Report Card" displays a summarised report:

OKOT BRIAN - S3 | TERM 2 2026
-----
MATH: 78/100 (A)
ENGLISH: 65/100 (B)
PHYSICS: 72/100 (A)
BIOLOGY: 58/100 (B)
HISTORY: 81/100 (A)
-----
AGGREGATE: 28 | POS: 5/43
COMMENT: Consistent improvement.
Keep it up, Brian!

Step 5: Additional Options

The parent can navigate to view individual subject details, compare with previous terms, or request a full report card to be sent as a formatted SMS for easy saving and sharing.

How Schools Publish Report Cards via DesisPay

The parent experience is only as good as the school's ability to publish results efficiently. DesisPay makes this process remarkably simple for teachers and administrators.

Teacher Grade Entry

Teachers enter grades through the DesisPay school dashboard — either via the web portal or the mobile app. The interface supports:

  • Bulk grade entry: Upload an entire class's results from a spreadsheet template in one click.
  • Individual entry: Enter marks student by student with auto-calculated grades based on the school's grading scale.
  • Comment templates: Pre-written comment suggestions that teachers can customise, saving hours of repetitive writing.
  • Multi-assessment support: Record grades for midterm exams, end-of-term exams, coursework, and practicals separately, with automatic weighted aggregation.

Administrative Review and Publishing

Before results go live on USSD, the school's designated administrator reviews and approves them:

  1. Subject teachers submit grades through their dashboard.
  2. The Director of Studies reviews submissions for completeness and flags anomalies (e.g., unusually high fail rates that might indicate a data entry error).
  3. The Headteacher gives final approval.
  4. Results are published with a single click, instantly becoming available via *185*2#.

Schools can also schedule publication — for example, setting results to go live at 8:00 AM on a specific Friday, coordinating with the physical report card distribution day.

Privacy and Security: Protecting Student Data

Academic records are sensitive, and we treat them with the highest level of protection.

  • Phone number verification: Only phone numbers registered as a student's parent or guardian in the DesisPay system can access that student's report card. Unregistered numbers receive no data.
  • Session timeout: USSD sessions automatically expire after 60 seconds of inactivity, preventing someone from viewing results on an unattended phone.
  • No data caching: Results are fetched live from the server during each session. Nothing is stored on the phone's SIM or memory.
  • Audit logging: Every report card access is logged with a timestamp and the accessing phone number, creating a complete audit trail.
  • Multi-guardian support: Schools can register up to four phone numbers per student (e.g., mother, father, guardian, and sponsor), each with independent access.

"Parents trust us with their children's data. USSD report cards are designed so that only verified parents and guardians can ever see results. The security model is non-negotiable." — Grace Atim, Education Specialist, DesisPay

Impact on Parent Engagement: The Numbers

Since launching USSD Report Cards, we have tracked dramatic improvements in how parents engage with their children's education.

  • Report card access rate increased by 340%: In our partner schools, the percentage of parents who check report cards has risen from 22% (physical collection only) to 97% (USSD + physical).
  • Time to access reduced from 14 days to 14 seconds: Parents no longer wait until end of term. Midterm results are accessed on the day of publication.
  • Rural parent engagement up 5x: Parents in districts like Karamoja, Acholi, and West Nile — where school visits are logistically difficult — now access results as easily as urban parents.
  • Teacher-parent communication improved: When parents can see specific subject scores, their conversations with teachers become more focused and productive.
  • Student performance improved by 12%: Schools report that students perform better when they know their parents are actively monitoring grades. Accountability drives effort.

What Parents Are Saying

The feedback from parents across Uganda has been overwhelmingly positive:

  • "I work in the market all day. I cannot go to the school. But now I check the report card during my lunch break. It takes 30 seconds." — Market vendor, Owino Market, Kampala
  • "For the first time, I found out my son was failing Mathematics before the end of term. I arranged a tutor immediately. He passed." — Parent, Mbale
  • "I share the SMS report card with my husband who works in Nairobi. We discuss our child's performance together, even though we are in different countries." — Parent, Tororo

Multilingual Support and Accessibility

Uganda has over 40 local languages, and while English is the official language of instruction, many parents — particularly in rural areas — are more comfortable in their mother tongue.

DesisPay USSD Report Cards currently support:

  • English (default)
  • Luganda
  • Runyankole
  • Luo
  • Ateso

Parents select their preferred language during initial registration, and all USSD menus and report summaries are displayed in that language. Subject names and grades remain in English for consistency with the national curriculum, but contextual text, comments, and navigation prompts are fully localised.

We are actively working to add Lugbara, Runyoro, and Karamojong in the coming quarters, with a goal of supporting the ten most widely spoken Ugandan languages by the end of 2026.

What Comes Next for USSD Report Cards

We believe USSD Report Cards are just the beginning of what is possible when you build education technology for the realities of Africa — not the idealised version.

Here is what is on our roadmap:

  • Voice-based report cards: For parents who cannot read, an automated voice call that reads out the report card in the parent's local language.
  • Comparative analytics: USSD menus that show term-over-term progress, helping parents understand trends rather than isolated snapshots.
  • Attendance summaries: Parents will soon be able to check their child's attendance record via the same *185*2# shortcode.
  • Fee payment integration: After viewing a report card, parents will be able to seamlessly transition to making a fee payment in the same USSD session.
  • Teacher comments via voice note: Teachers will be able to record short voice comments that parents can listen to by calling a number displayed in the USSD session.

Every parent in Uganda deserves to know how their child is performing in school. Not just the parents with smartphones. Not just the parents with internet. Not just the parents in Kampala. Every parent. Everywhere. That is the promise of USSD Report Cards, and it is a promise we are keeping every single day.

Dial *185*2# and see for yourself.
